The"Abolishment"and"Establishment"of the System Construction by Communist Party of China
The method of"abolishment"and"establishment"is an important method for the Communist Party of Chi-na to promote system construction.From the perspective of the functions of institutional norms,integration,incentives and education,the CPC's use of the"abolishment"and"establishment"method in institutional construction is conducive to adjusting and reforming social norms,integrating and revitalizing social resources,reconstructing the pattern of institutional dividends,and guiding the reform of social values.Based on the quality,the focal points,sequence classification standard,the system construction of the Communist Party of China in the"abolishment"and"establishment"method of historical practice has respectively experienced procedures from"major abolishment with major establishment"to"minor abolishment with minor establishment",from focusing on abolishment and focusing on establishment to focusing equally on both,from abolishment going ahead of establishment to establishment going ahead of abolishment and both going at the same time.This"abolishment-establishment"method by the CCP in the new era has rich connotation,namely the CCP taking the lead in"abolishment"and"establishment",with fundamental system,basic system,important system as the object,abiding by the principle of the people at the center,setting out from practice,seeking improvement in stability,keeping pace with the time,promoting according to different classification,aiming at solving the problem,promoting development,with re-forming existing system and additional system reform paralleling each other,with system integration and coordinated com-prehensive promotion paving the path for the abolishment-establishment effort.To further promote reform in an all-round way,we must promote the effort of institutional construction with great political courage.
