Agricultural Ecological Compensation Policy in Germany:Background,Practice and Inspirations
The agricultural ecological compensation mechanism is an innovative approach that converts the non-market value of ecological environment into financial incentives for local agricultural service providers.It has become a popular method for ecosystem management worldwide.In order to fully exchange and learn from advanced Western agricultural sustainable development and ecological compensation technologies,management experiences,and policy measures,this paper conducts continuous tracking research by reviewing previous scholars'literature on the formation background,current issues,and countermeasures of Germany's agricultural ecological compensation policy under the EU CAP framework.It is believed that the core elements of Germany's agricultural ecological compensation include:the government providing special financial subsidies to maintain the long-term survival of farms,the establishment of a meticulous guarantee mechanism throughout the policy process,effective current laws and regulations,and a scientific and flexible diversified financing mechanism.In order to establish a sound agricultural ecological construction compensation mechanism in China,this paper provides corresponding countermeasures and suggestions from aspects such as clarifying rights and responsibilities,determining compensation standards,legislative construction,and exploring diversified fundraising.
