黄河流域盐碱地改良与综合利用

随着黄河来水的日趋紧张,河套灌区土壤盐渍化与粮食安全和生态安全的矛盾日益凸显。近年来,习近平总书记高度关注我国盐碱地改良利用,多次就盐碱地改良利用作出重要讲话,指出"开展盐碱地综合利用对保障国家粮食安全、端牢中国饭碗具有重要战略意义。"2024年6月19日,习近平总书记在宁夏考察时指出:打好黄河"几字弯"攻坚战,统筹推进森林、草原、湿地、荒漠生态保护修复和盐碱地综合治理,让"塞上江南"越来越秀美。2023年9月,中共中央办公厅、国务院办公厅联合下发《关于推动盐碱地综合利用的意见》(中办发[2023]44号),对我国盐碱地综合利用提出了明确的目标任务和要求。基于此,宁夏回族自治区盐碱地改良利用科技创新团队负责人、宁夏大学许兴教授特邀请国内土壤学、植物营养、农田水利、资源环境与功能农业等领域的张佳宝(院士)、李玉义、尹雪斌、田军仓、赵举、陈小兵、佘冬立7位专家,形成了《黄河流域盐碱地改良与综合利用》访谈文章,访谈按照"问题导向—创新思维—路径机制"的逻辑思路,主要围绕黄河流域盐碱地改良利用的时代背景、机遇与挑战、核心内涵、动力机制、创新路径等关键问题展开。访谈内容不仅能在一定程度上深化对黄河流域盐碱地改良利用的科学理解,同时也能为建设黄河流域生态环境保护和高质量发展先行区提供决策参考。该访谈认为黄河流域河套灌区盐碱地改良与综合利用须要重点关注以下几个方面。一是从黄河流域生态保护和高质量发展先行区建设和国家农业绿色发展示范区建设迫切需要的高度统筹规划,按照"以种适地"与"以地适种"相结合的要求,应用新理念、新方法和新机制实现河套灌区盐碱地综合利用。二是河套灌区作为我国黄河流域重要的粮食生产基地,也是黄河"几字弯"攻坚战重要的组成部分,更应该从流域的尺度上系统地思考盐碱地区域水土平衡、水盐平衡,特别是节水条件下的水盐平衡、盐分出路等问题,为盐碱地的综合利用提供系统解决方案,推进灌区盐碱地改良事业的行稳致远。三是河套平原盐碱地成因复杂,盐碱类型多,限制因素多,在灌排体系基础上,应针对不同盐碱类型和盐碱化程度采取分类治理,创建灌区盐碱化耕地改造提升与综合利用、灌区耕地盐碱化防治与综合利用、盐碱地耕地后备资源开发与多元化利用等河套灌区盐碱地综合利用模式。四是以宁夏"六特"农业产业为重点,进一步凝练盐碱地功能农业的重点地区、重点品种,联合全国优势力量,开展协同攻关,形成一套以盐碱地功能农业提升"六特"质量和综合效益的技术路径。
Improvement and Comprehensive Utilization of Saline-Alkali Land in the Yellow River Basin
With the increasing shortage of water from the Yellow River,the salinization of soil in the Hetao Irrigation Area is increasingly exacerbating the challenges to food security and ecological safety.In recent years,General Secretary Xi Jinping has placed great emphasis on the improvement and utilization of saline-alkali land in China,delivering multiple important speeches on the topic,and stating that"the comprehensive reclamation and utilization of saline-alkali land is of strategic significance for safeguarding national food security and ensuring China's food security."On June 19th,2024,General Secretary Xi Jinping,during his visit to Ningxia,pointed out the need to win the ecological protection and restoration campaign in the distinctive geographical bends(or Jiziwan)area of the Yellow River,coordinating the efforts in forest,grassland,wetland,desert,and saline-alkali land management,to make Ningxia,the"Southern Edge of the Great Wall",increasingly beautiful.In September 2023,the General Office of the Communist Party of China and the State Council jointly issued the Opinions on Promoting the Comprehensive Utilization of Saline-Alkali Land(Document No.44 of 2023),which clearly outlined the objectives and requirements for the comprehensive utilization of saline-alkali land in China.Based on that,heads of the Technological Innovation Team for the Improvement and Utilization of Saline-Alkali Land in Ningxia Hui Autonomous Region and Professor Xu Xing of Ningxia University specially invited experts such as Academician Zhang Jiabao,Li Yuyi,Yin Xuebin,Tian Juncang,Chen Xiaobing,Zhao Ju,and She Dongli to discuss the topic of"Improvement and Comprehensive Utilization of Saline-Alkali Land in the Yellow River Basin,"covering fields such as soil science,plant nutrition,farmland water conservancy,resources,environment,and functional agriculture.This interview content not only deepens scientific understanding of the improvement and utilization of saline-alkali land in the Yellow River Basin but also provides decision-making reference for ecological environment protection and high-quality development in this region.The interview believes that the improvement and comprehensive utilization of saline-alkali land in the Hetao Irrigation Area of the Yellow River Basin should focus on the following aspects:First,highly coordinated planning is urgently needed for the construction of the Yellow River Basin ecological protection and high-quality development pilot zone and the national agricultural green development demonstration zone,applying new ideas,methods,and mechanisms to achieve comprehensive utilization of saline-alkali land in the Hetao Irrigation Area,according to the requirements of"suitable land for suitable crops".Second,as an important grain production base in the Yellow River Basin and a crucial part of the Yellow River Jiziwan campaign,systematic consideration of regional water and soil balance should be prioritized,especially for water-saving conditions,including water-salt balance and salt outlet management,to provide a systematic solution for the comprehensive utilization of saline-alkali land and ensure sustainable progress.Third,the causes of saline-alkali land in the Hetao Plain are complex,with many types of salinization and limiting factors.Creation of a comprehensive utilization model for saline-alkali land in the Hetao Irrigation Area should be taken into consideration,tailored to different types of salinity and alkalinity,and implementing classification management for reclamation and utilization,as well as prevention and control of salinization.Fourth,it is important to focus on the Six Special agricultural industries in Ningxia,and further refine the key areas and varieties of saline-alkali land functional agriculture,integrating national expertise to develop a technological pathway that enhances the quality and comprehensive benefits of the Six Special agricultural products.
