Embedding Digital Intelligence Technology into Policy Public Opinion Guidance:Shift,Risks and Governance
With the rapid development of information technology,digital intelligence technology such as big data,the internet of things and artificial intelligence have brought unprecedented opportunities for policy public opinion guidance,enabling the transformation of policy public opinion guidance and helping to achieve the transition from universal policy interpretation to per-sonalized policy dialogue.Additionally,it facilitates the shift from superficial information constraints to potential emotional rec-ognition and guidance,as well as the transition from public opinion discourse analysis to behavioral public opinion research and judgment.However,the integration of digital intelligence technology into the policy public opinion field also poses poten-tial risks.These risks manifest as information disorder risks in the policy public opinion field,such as exceeding the policy is-suing subject,biased policy texts and disordered policy dissemination information environments.Furthermore,there are also risks associated with public opinion information management,including privacy violations,technology abuse and data monopo-lies.Moreover,the forced technological intervention poses the risk of ideological distortion in the policy public opinion field.Based on these,this paper proposes a governance strategy that integrates good governance with technological intelligence,aim-ing to control technological ethics design,ensure the safety and stability of public opinion-leading technology and enhance the ability of digital governments to use new technologies for public opinion guidance.
