摘要

农田是农业生产的根基,良好的农田生态系统是保障粮食安全的关键.《生态环境损害鉴定评估技术指南生态系统第1部分:农田生态系统》(GB/T 43871.1-2024)旨在为我国农田生态系统损害鉴定评估提供统一尺度和技术依据,为环境损害赔偿制度改革和国家粮食安全提供技术支撑.该标准自2024年7月1日起实施,为了更好地全面正确理解和把握标准内涵,本文系统阐述了标准编制的背景,回顾国内外研究进展,就损害调查、因果关系分析、损失评估、恢复方案编制和恢复效果评估等主要内容及其技术要点进行了解读.

Abstract

The cultivation of farmland is fundamental to agricultural production,and the maintenance of a healthy farmland ecosystem plays a pivotal role in ensuring food security.The"Technical guidelines for identification and assessment of environmental damage—Ecosystem—Part 1:Farmland ecosystem"(GB/T 43871.1-2024)aims to provide a unified scale and technical basis for the identification and assessment of farmland ecosystem damage in China,and to provide technical support for the reform of the environmental damage compensation system and national food security.This standard will be implemented from July 1,2024.In order to better understand and grasp the connotation of the standard comprehensively and correctly,this article systematically elaborates on the background of standard preparation,reviews research progress at home and abroad,and interprets the main content and technical points of damage investigation,causal relationship analysis,loss assessment,recovery plan preparation,and recovery effect evaluation.
