The Governance of Value Conflicts in Modernizing Agriculture and Rural Industrial System
Producers as well as the value makers of agricultural products are the core entities of ag-ricultural value chain.There are value conflicts in the integration of agricultural industrial chain,supply chain and value chain,which impair the incentive of value makers.The fundamental task for modernizing industrial system is to rebuild,through the governance of value conflicts,the profits distri-bution mechanism of agricultural and rural industries and to increase farmers'comparative income.From the perspective of value chain relations,the paper reveals that the conflicts between food produc-tion and income,between industry and agricultural achievements,between the idea of fairness and effi-ciency,between imports and self-sufficiency,should be solved so as to increase farmers'income.From the perspective of inside agricultural value chain,the move of grain price lagging behind the rise of pro-duction material prices and increasing cost of agricultural services all lower down the comparative in-come of farming.The paper proposes to guide the development of industries aiming at rural vitaliza-tion.In order to increase the sharing of smallholder farmers,it's crucial to promote integrated urban-ru-ral development with ideas of shared benefits,to upgrade rural infrastructure under the priority strategy,interpret grain price scientifically,improve the hedging mode of agricultural material price and grain price,optimize interests linkage into practice and enhance farmers'bargaining power at the market.
