The Local Government's Campaign-style Empowering Governance in Policy Implementation and the Dilemma of Public Governance:Taking H County,Eastern Hubei Province for Example
In the context of rural vitalization,policy implementation faces strong institutional con-straints such as multi central task,top target management and strict assessment standards.Based on the case narrative of the rural vitalization in H County of Eastern Hubei Province,the study finds that in or-der to break through the constraints,the local government established a campaign-style governance in the process of policy implementation to empower the conventional policy implementation,and took the routine work of policy implementation by means of strong political mobilization,cross disciplinary organ-izational empowerment and integration,and the subjective activation of decentralization of power.We can solve and deal with the governance difficulties in the process of rural vitalization and development in stages,and achieve the balance between the rationality of local government governance and the effec-tiveness of policy implementation.However,its widespread use still leads to the dilemma of grassrats po-litical power's administration,self-interest,policy goal substitution,and farmers'desubjectivity and marginalization.In the long run,campaign-style governance needs to improve the government responsi-bility system by means of"confirming rights"and"confirming responsibilities",and reserve reasonable policy debugging space,so as to achieve a win-win situation in policy implementation and governance capacity improvement.
