How Can Grassroots Mobilization Governance Get Supported by Front-line Participants:A Follow-up Study on the Policy of Straw Burning Prohibition
As a native model of policy implementation,grassroots mobilization governance needs to be further discussed on how to obtain support from front-line participants.This paper focuses on the mobilization straw burning prohibition policy,grasps the basic logic of"cognitive-behavior"changes of front-line participants,and explores the micro-mechanism of grass-roots mobilization governance to ob-tain support from front-line participants.Through the follow-up study on the policy of straw burning prohibition in L county,this paper confirms that mobilization governance depends on the basic logic of"institution guidance-cognitive aggregation-trust bonding-two-way interaction-joint support"to obtain the support of front-line participants.In the practice of multiple rounds of governance,mobilization gov-ernance guides the cognitive aggregation between village cadres and farmers through formal and informal institutions,and further achieves trust bonding,which contributes to the occurrence of two-way interac-tion behavior,thus gains the joint support of village cadres and farmers.Through further quantitative re-search on 19 counties,this paper confirms that the mobilization straw burning prohibition positively af-fects farmers'government trust.Farmers'government trust in the counties that implement the mobiliza-tion governance is 24 percent higher than that do not implement the mobilization governance.This paper not only answers the question of how grassroots mobilization governance can be supported by front-line participants,but also confirms that grassroots mobilization governance can consolidate the trust foundation in rural governance.
