Integrated Urban-rural Development:Foreign Models,Experiences and Implementation Path
Exploring typical models and characteristics of integrated urban-rural development in developed countries against the background of the new journey is of great significance to coordinating urban-rural relations and boosting rural revitalization.Based on the theoretical evolution and cognition of integrated urban-rural development,this paper adopts literature induction,comparative analysis and theoretical analysis to analyze the integrated urban-rural development mode and experiences of devel-oped countries represented by the United States,the United Kingdom,Germany,Japan and South Korea,and puts forward realization path of integrated urban-rural development under the background of rural revitalization strategy.The results are indicated as follows.The idea of integrated urban-rural in foreign countries originates from the conception of urban-rural development in the early utopian socialist theory,while the relationship between urban and rural areas in China has undergone a transformation from division to integration under the guidance of Marxist urban-rural relationship theory,and is entering a period of deep integration.The integrated urban-rural development in developed countries is represented by the typical models of mutual promotion of urban-rural development,rural-led develop-ment,equal urban-rural development,urban-promote rural development,new village construction and development.Through comparative analysis of policies,this paper summarizes the experience of strengthening the government's macro-control function to improve legal system and fund guarantee,giv-ing priority to the development of agriculture and farmers'interests to promote the comprehensive de-velopment of rural areas,highlighting efficiency and fairness mechanism to build harmonious development environment between urban and rural areas.So,under the background of the rural revital-ization strategy,China's integrated urban-rural development focuses on exerting the role of the govern-ment market to strengthen organization guarantees for urban-rural integration development,strengthening county area main position to strengthen the key support of urban-rural integration devel-opment,and perfecting the supporting policy system to ensure the smooth flow of factors of integrated ur-ban-rural development.
