Coordinated Promotion of Integrated Urban-rural Development at County Level:Theoretical Connotation,Practical Path and Policy Suggestions
Promoting coordinated and balanced development between urban and rural areas is one of the core goals of comprehensively building a socialist modernization country.In the face of the long-term problems of unbalanced flow of production factors,unbalanced allocation of public resources,and unbalanced distribution of spatial pattern in China's urban and rural development,this study proposes that the theoretical connotation of urban-rural integration is to realize symbiotic economic development,equal well-being of residents,and coupled linkage of development between urban and rural areas.As a key link connecting urban-rural areas and a relatively independent economic complex,the counties are the basic units and main carriers of urbanization and integrated urban-rural development in the new era.On these basis,considering the three dimensions of"factor-resource-space"overall,the paper constructs a practical path to comprehensively promote county urban-rural integration and rural vitaliza-tion from the three aspects of two-way flow of production factors,inclusive sharing of public resources,and coordinated optimization of spatial pattern,and put forward relevant policy suggestions based on the-oretical analysis.In order to provide theoretical support and decision-making reference for promoting in-tegrated urban-rural development at county level.
