How Can Rural Relationship Network Promote Policy Implementation:A Case Study on the Coal-to-electricity Policy Implementation in the Countryside
Policy implementation is an interactive process between policy subjects and policy ob-jects,which not only depends on the upward and downward flow of public policies within the bureau-cratic system,but also relies on the behavior compliance of policy objects outside the bureaucratic sys-tem.Different from urban society,the policy implementation in the rural society is often embedded in the relationship network.Therefore,the article brings"social relationship network"into the analysis framework,and analyzes the potential mechanism of internal relationship structure of policy objects to the induced public policy implementation,which is aimed at describing the logical relationship between the two.In rural society,the internal mechanism of relationship network promoting induced public policy implementation is mainly shown as follows:the relationship network of acquaintances and the interper-sonal trust built on it are constantly transformed into policy trust under the influence of opinion leaders,and on this basis,the information diffusion mechanism and information compensation effect contained in trust promote the occurrence of policy compliance,which aims at pushing forward the policy and reali-zing its goal.This mechanism starts from the analysis of the implementation process of induced public policy,and is based on the expected effect of policy and the network of acquaintances in rural socie-ty.More importantly,the governance transformation of social elites constitutes a key support for its oper-ation.
