"One Family-One Homestead-One House":A New Conception of Homestead Allocation in Urban-rural Integration
Homestead is a land element with high potential value in the process of urban-rural in-tegration,and it is also a key carrier of factor marketization reform.From the perspective of urban-rural integration,guided by the reform of factor marketization,based on welfare economics theory and resource allocation theory,it is believed that the gradual liberalization of the transaction of homestead qualification rights for urban residents has many benefits for the overall welfare of the whole society and the two-way flow of urban and rural factors.On the basis of theoretical analysis,a new conception called'One Family-One Homestead-One House'is put forward,that is,for urban and rural residents,they can enjoy the qualification right of rural homestead and the preferential policy of the first set of housing in a town.In order to make the model have practice possibility,by using case analysis of relevant entities such as homestead management departments,village collective organizations,farmers,urban resi-dents,and industrial and commercial capital,it is proposed to gradually expand the transaction scope of homestead qualification rights,urban and rural residents equally abide relevant system of homestead management,design the time period of homestead qualification rights,and pay relevant management fees to the village collective.
