Abatract:Constructing a beautiful countryside is the inner requirement of realizing rural revitaliza-tion.Can digital governance of rural environment with digital technology as the core become a new driv-ing force to improve the effectiveness of rural environment governance?The realistic dilemma in terms of rule supply,rule constraint and rule implementation reflects the limitations of the single-actor govern-ance model of the government.Multi-actor governance of rural environment can improve the adaptability of rules and the effectiveness of supervision,so as to strengthen the implementation of rules and enhance the effectiveness of rural environment governance.The above analysis proves the necessity and applica-bility of multi-actor governance in rural environment.However,in the process of realizing multi-actor governance,there are two problems of expected benefits and expected costs.Digital technology has be-come the key factor to solve these two problems because of its information effect and channel effect,so the realization of digital governance of rural environment has internal theoretical logic.Further using a case study method,combined with the field of waste management to analyze the practical logic of digital governance of rural environment from the perspective of multi-actor governance,it confirms the path of digital technology to improve the effectiveness of environment governance by realizing multi-actor gov-ernance of rural environment.But at present,the digital governance of rural environment is faced with multiple obstacles including the technical end,the government end and the farmer end.In order to pro-mote the digital transformation of rural environment governance,this paper puts forward corresponding policy suggestions.
