Prevent Large-scale Poverty Returning:Theoretical Logic,Key Issues and Implementation Mechanism
Preventing large-scale poverty returning is the most important task and the bottom line to consolidate and expand the achievements of poverty alleviation,and is also the foundation to promote rural revitalization and common prosperity.Based on theoretical analysis and practice introduce,this pa-per tries to construct a theoretical system for preventing large-scale poverty returning,in order to pro-mote the formation of China's independent knowledge system in the post poverty era.At first,based on clarifying the connotation of preventing large-scale poverty returning,this paper analyzes the internal theoretical logic of preventing large-scale poverty returning,which is to improve individual capability,regional sustainable development and common prosperity.Secondly,this paper explores the occurrence mechanism of large-scale poverty returning from the perspective of internal transmission,environmental impact and inter-generational transmission,and puts forward key issues.Finally,this paper proposes the realization mechanism to prevent large-scale poverty returning,including monitoring and evaluation,risk warning and effective assistance.More importantly,it is necessary to build a support system with Chinese characteristics,a multi-level and systematic support mechanism,and a targeted support policy system.
