The Transformation of Traditional Industries:A Focused Strategy Option for the Development of New Quality Productivity and Implications for Agricultural Modernization
Under the new round of technological revolution and industrial change,new quality pro-ductivity is essentially the new quality of productive force represented by"computing power".It has the prominent features of intelligent manufacturing mode,integrated industrial form and green production structure.At present,in order to develop new quality productivity,although strategic emerging industries and future industries are strategic tasks that need to be deployed intensively,China should primarily fo-cus on the task of transforming existing traditional industries,namely accelerating the intelligent reform and digital transformation of traditional industries.According to the field study of enterprises,we find that traditional industries often face the"integration trap"and"SME trap"in the process of implemen-ting intelligent reform and digital transformation.The key to break through these traps lies in the ways of industrial chain and clustering,which are determined by the characteristics of block and penetrating rev-olutionary technological progress under the new technological revolution.Jiangsu is a pioneer in the in-tellectual and digital transformation,and its practical experiences show that building an efficient collabo-ration system organically combined by industrial clusters,enterprises upstream and downstream of the industrial chain,as well as the government,industry associations and other support departments,and promoting the intelligent reform and digital transformation in the ways of industrial chain and industrial clusters play an effective role in renewing the traditional industries and developing new quality produc-tivity.As a typical traditional industry,the modernization of agriculture should give full play to the em-powering effect of new quality productivity in terms of cost reduction,structural adjustment,efficiency enhancement,quality improvement,and safety assurance.Therefore,three aspects need to be strengthened to promote the modernization of agriculture with the intelligent reform and digital transfor-mation.First,it suggests to pay attention to the construction of agricultural digital talent team and culti-vate new quality labor factors.Second,it suggests to strengthen the construction of agricultural digital in-frastructure to avoid digital divide.Third,it suggests to improve the database of the agricultural industry chain and the sharing mechanism,thus to eliminate the information silos among production and manage-ment entities.
