The Logic and Enlightenment of the Changes of Zhejiang's Green Rural Revival Program
In 2003,Comrade Xi Jinping,based on the actual situation of Zhejiang,creatively planned the long-term promotion of Zhejiang's Green Rural Revival Program.This paper reviews the change stages of rural human settlements remediation since the implementation of Zhejiang's Green Ru-ral Revival Program,based on the analysis framework of theoretical logic and practical logic,the trans-mutation law of rural human settlement environment improvement is clarified,and forms the following research conclusions.First,the improvement of rural human settlements in Zhejiang Province has expe-rienced three stages:government leading,guiding farmers to participate in environmental governance,and farmers participating in environmental governance.Second,social consensus is the social basis of rural human settlement environment remediation,and through affecting the institutional transaction cost of environmental remediation,the utility level of the government and farmers can be improved through forming the internal driving force of the participants in the transformation of rural human settlement en-vironment remediation.Third,the program of"thousand villages demonstration,ten thousand villages renovation"continues to deepen,and gradually upgrades from external environmental governance to in-ternal rural management,forming a long-term mechanism toward"thousand villages lead ten thousand village revitalization,the whole area achieves common wealth in harmonious and beautiful urban and ru-ral areas."
