Index System Construction,Measurement and Evaluation of the Development of Harmonious and Beautiful Villages in China
The construction of harmonious and beautiful villages is an important part of comprehen-sively promoting rural revitalization.Scientific evaluation of the development of harmonious and beautiful villages in China has important theoretical value and practical significance for promoting in-depth im-plementation of rural revitalization strategy.Based on the panel data of 29 provinces in China from 2013 to 2021,this paper constructs an evaluation index system for the development of harmonious and beauti-ful villages in China from four dimensions:village planning and construction,living environment im-provement,infrastructure construction,public service and governance efficiency improvement,and uses entropy weight TOPSIS method and Theil index to analyze the time-varying characteristics,provincial differences and regional differences of the development of harmonious and beautiful villages in Chi-na.The results show that:(1)The development of harmonious and beautiful villages in China has shown a steady upward trend.From different dimensions,the development level of public service and govern-ance efficiency improvement is the highest,followed by infrastructure construction and village planning and construction,and the development level of living environment improvement is the lowest.(2)From the perspective of development trend,there are obvious differences in the development of harmonious and beautiful villages among different provinces,which can be roughly divided into steadily rising type,fluctuating rising type and fluctuating weakening type.The development of harmonious and beautiful vil-lages in most provinces is significantly lower than the average level,and there is a large room for im-provement.From different dimensions,it can be divided into village planning and construction leading type,public service and governance efficiency improvement leading type and infrastructure construction leading type.(3)The development of harmonious and beautiful villages in China shows a decreasing trend of"eastern-western-central-northeastern",there are differences in the development trend of each region in each dimension.The overall difference in the development of harmonious and beautiful villages in China is mainly caused by regional differences.The decomposition results of regional differ-ences show that internal differences between the eastern and western regions are the main reasons for the widening differences in the development level of harmonious and beautiful villages in China.Accord-ingly,this paper suggests that promoting the construction of harmonious and beautiful villages needs to start from different dimensions,implement distinctive policies according to different categories,and pay attention to the coordinated development between regions and within regions.
