How to Solve the Collective Action Dilemma of Agricultural Extension Organization Cooperation:Case Analysis Based on the KINGFARM
The quasi-publicity of agricultural technology and knowledge is easy to induce the con-tradiction between individual rationality and collective rationality, which makes the cooperation of agri-cultural extension organizations fall into the dilemma of collective action.Based on the framework of in-stitutional analysis and development, this paper takes KINGFARM as an example to analyze the influ-ence of partner selection and institutional constraints on the cooperation of agricultural extension organi-zations,and explore effective ways to solve the collective action dilemma of agricultural extension organ-ization cooperation. It is found that market-oriented and relationship-oriented partner selection is bene-ficial to avoid free-riding behaviors and promote the acquisition of heterogeneous knowledge and re-sources.Formal and informal institutions can restrict and motivate individuals to take actions that are beneficial to collective interests and realize self-organization management of cooperative network.Partner selection and institutional constraint mechanism have interactive effects in collective action, which is conducive to solving the collective action dilemma of organization cooperation. Therefore,in the process of promoting organizational cooperation,it is necessary to combine market characteristics such as resources, capabilities and performance, consider social relations such as recognition, trust and reputation in selecting partners, and use formal and informal systems to strengthen relationship govern-ance,so as to build a long-term and stable cooperative relationship of mutual benefit and trust.
