The Governance Mechanism of Anti-commons Tragedy in Rural Tourism Development:Multi-case Study Based on Grounded Theory
In rural tourism development,due to the highly dispersed and fragmented resource objects and their property rights,involving a large number of"atomic"property rights entities and other stakeholders,coupled with the lack of strong organizational leadership,fragmented resource integration and high transaction costs of property rights are easy to result in anti-commons tragedy.Thus,rural tourism resources cannot be fully developed and utilized,and the"rent value"contained therein is diffi-cult to realize the tragedy of anti-commons.Based on the grounded theory,this paper discusses four ca-ses of polarized villages in rural tourism development.Through coding and comparative analysis,the PRIME governance model is constructed,and the causes and governance paths of anti-commons tragedy in rural tourism development are discussed.The research shows that there are serious anti-commons tragedies in rural tourism development,such as resource idleness and insufficient development and utili-zation.The root causes of this problem include many exclusive entities,insufficient efforts to develop re-sources,unreasonable rights and interests,weak operation and management,poor development environ-ment and other factors.In order to deal with the tragedy of anti-commons in rural tourism development,it is necessary to break through the traditional single governance model of"treating the pain from the head to the head"and build a comprehensive governance model integrating development environment,main entities cooperation,efforts to develop resources,rights and interests setting,and operation and management.
