Exploring the New Way of Mixed Operation between Rural Collective Economic Organizations and Enterprises to Develop Rural Collective Economy
This paper extracts the way of mixed operation between rural collective economic organi-zations(RCEO)and enterprises through theoretical analysis and case study of Tengtou village,which is called the status of legal personality,mixed ownership reform,cooperation between RCEO and enterpri-ses,governance of grass-roots party organizations.This paper provides a new vision and new ideas for the development of rural collective economy,which has the following policy enlightenments.First,we should support mixed ownership reform of rural collective economy and creat new forms to promote rural collective economy.Second,RCEO has the status of legal personality,which is important to mixed oper-ation,and RCEO establishing enterprises to manage and operate collective assets is effective.Third,this division of labor that RCEO supervising assets and enterprises operating are appropriate to mixed opera-tion between RCEO and enterprise.Fourth,it is essential to establish a governance mechanism to adapt to mixed operation.Cultivating rural capable people and strengthening the construction of grass-roots party organizations can form an embedded authoritarian mechanism,which helps to coordinate the value conflicts of individuals,collectives and enterprises,and gain advantage of multiple entities.
