How Do Ecological Resource Endowed Villages Achieve Enrichment Governance:A Longitudinal Case Study Based on R Village in Southern Zhejiang
Ecological enrichment is a new key to achieve common prosperity for farmers and rural areas. This study attempts to establish an evolutionary socio-ecological system analysis framework in Chinese scenarios. Moreover, based on the case practice of Wencheng R village in Zhejiang,we analyze how ecological resource endowed villages can build up a enrichment governance mechanism. The study finds that eco-enrichment governance is evolutionary and is generally divided into following concrete stages, including facilitating poverty alleviation with sustainable supply of ecological products, promoting farmers'income with landscape value realization, and helping common prosperity with fuller value reali-zation.The core of eco-enrichment governance mechanism is promoting deep connection of ecological factors and basic production factors in stages. It can improve external environment of high idle rate of village land resources and low enthusiasm of industrial and commercial capital investment, and boost positive governance pattern by bringing the participation enthusiasm of government, village collectives, villagers and other action entities. The eco-enrichment governance mechanism shape in this paper enri-ches the dialogue with the evolutionary governance and ecological capital theory base on Two Mountains theory, and recommends that each area should adopt a development approach that is compatible with the realistic positioning to achieve the phased eco-enrichment goals.
