How to Realize Scale Operation by Gradually Transferring Scattered Land:Case Study on "Progressive Scale Farmers" in Z Village,North Jiangsu
Small-scale farmers will still exist in large numbers for quite some time to come,and their tendency to gradually withdraw from agricultural production determines the disorderly transfer of land in term of time and space,making a large amount of land fail to achieve concentration in the process of land transfer.The progressive scale farmers in village Z are able to achieve large-scale opera-tion through the progressive transfer of scattered land and have a high efficiency of land intensification and reallocation.This paper focuses on the mechanisms through which progressive scale farmers achieve large-scale operation.The study finds that progressive scale farmers achieve low-cost large-scale transfer of scattered farmland through the use of rural acquaintances,flexible contracts for farmland transfer and"market+human interest"transactions,and then achieve efficient use of scattered farmland through moderate integration of scattered plots and rational planting decisions.The access to supportive policies and external supply of farm machinery services alleviated the resource endowment constraints of progressive scale farmers to further expand their business scale,thus achieving large-scale operation through progressive transfer of scattered farmland.
