The Mechanism and Dilemma of Rural Collective Operational Assets Entering the Market for Development:Case Study Based on Underdeveloped Region D County
Promoting the construction of an agricultural powerhouse and achieving common pros-perity cannot be achieved without developing and strengthening the collective economy of villages.The deepening of the reform of the collective property rights system by the state provides opportunities for the development of operational assets entering the market.This paper takes the collective development of poverty-stricken villages in underdeveloped areas as a case study to investigate the market entry mecha-nism and practical difficulties of operational assets.Research has found that the county transforms col-lective resources into operational assets,and uses stock cooperation to support operational assets as vil-lage collective capital,resulting in many benefits.At the same time,in the process of marketization,op-erational assets face multiple challenges,including industrial capture,capital capture,and elite cap-ture.The research conclusion is that a series of capture dilemmas lead to public interests damage,loss of asset owners,and difficulties in the preservation and appreciation of collective operating assets,which are the results of the interaction among the legitimacy of property rights,market operation,and govern-ment regulation.For local development,it is necessary to attract the attention and adjustment of local governments.The paper provides suggestions for improving the reform of rural collective property rights system and promoting the market-oriented development of new rural collective economy.
