The Pressurized System and The Fluctuations in Grassroots Policy Execution:A Case Study of the Toilet Revolution of Town D in J Province
The comprehensive promotion of rural revitalization hinges on effective policy implemen-tation.Understanding and mitigating fluctuations in grassroots government policy implementation is piv-otal in achieving this objective.This paper,rooted in the pressurized system characteristic of China,seeks to explicate the logic behind the fluctuations in grassroots policy implementation through a case study of the toilet revolution in Town D in J province.The paper reveals that Town D,situated at the end of the pressurized system,faced multiple pressures—top-down bureaucratic pressures,bottom-up societal pressures,and horizontal competitive pressures—which converges dynamically.This convergence leads to the adoption of diverse implementation strategies,including compliance-oriented responses,coping-oriented responses,passive responses,and governance-oriented responses,resulting in fluctuating policy implementation outcomes,ranging from effective to inadequate,within the toilet rev-olution initiative.Throughout this process,pressure is depicted as both a"catalyst"and an"inhibitor".The"catalytic & inhibitory effect"of the pressurized system gradually unfolds and interconverts,shaping varied implementation strategies adopted by grassroots governments within different policy im-plementation scenarios.Consequently,it culminates in the fluctuating nature of policy implementa-tion.Further examination indicates that the"inhibitory effect"revealed by the pressurized system offers substantial scope for rural communities to exert influence,enabling corrective actions in policy imple-mentation through rural societal pressure.This,in turn,addresses the dysfunctional aspects within the pressurized system.Long-term considerations should focus on recognizing the conditions conducive to the emergence of the"catalytic & inhibitory effect"within the pressurized system,promoting a balanced spectrum of grassroots government policy implementation.
