The Internal Logic and Optimization Path of the Reality Dilemma in the Participatory Governance Model of Beautiful Countryside:Based on the Audit Case Analysis of H Province
Toilet revolution is an important measure for the construction of beautiful countryside,and exploring an effective multi-participatory governance model of toilet revolution is not only the prac-tical need to ensure the happy life of farmers,but also the objective requirement to promote the con-struction of beautiful countryside.Combined with the audit case of toilet revolution in H Province,this study deconstructures and analyzes the participatory governance situation of government,market,grass-roots organizations and farmers from the perspective of participatory governance theory,discusses the op-eration mode and practical difficulties of the multiple participatory governance mode of toilet revolution in the process of beautiful countryside construction,and deeply analyzes the internal logic that causes the practical difficulties of the participatory governance mode.Under the joint action of the rational eco-nomic man characteristics of multiple participants,the restriction of multi-level policy transmission and the information asymmetry among multiple participants,the realistic dilemma of participatory governance is caused.At the same time,in view of this dilemma,combined with the characteristics of government,market,grassroots organizations,and farmers,this paper puts forward corresponding optimization path.
