Improvement of Mechanisms and Institutions for Integrated Urban and Rural Development:Study and Practice of the Spirit of the Third Plenary Session of the 20th CPC Central Committee
The improvement of the mechanisms and institutions for integrated urban and rural development is an inevitable requirement for Chinese modernization.It plays a crucial role in promoting the equal exchange and two-way flow of urban and rural elements,as well as narrowing the urban and rural gap.Currently,China has shifted from an unbalanced urban and rural relationship to an integrated urban and rural development of the new era.Significant achievements have been made in areas such as the allocation of urban and rural elements,the coverage of public services,infrastructure construction,rural economic devel-opment,and the reduction of income disparity.Efforts should be made in advancing integrated urban and rural development through the following aspects,including the improvement of mechanisms and institutions for new-type urbanization,deepening of land system reforms,consolidation of the basic rural operating system,and enhancement of support policies for strengthening a-griculture,benefiting farmers,and enriching rural areas.Taking county-level integration as the starting point for urban and rural integration,it is essential to promote the integration of county-level resources,develop industries that enrich the local popula-tion,improve county-level infrastructure,enhance public service levels,coordinate county-level development plans,and pro-mote collaborative development between urban and rural counties.Furthermore,efforts should be made to diversify the sources of funding for county-level development and enhance the resilience of county-level development.
