Study on the Two-Stage Exit Mechanism of Homestead for Farmers Entering the City From the Perspective of Urban and Rural Integration
The lack of exit mechanism for homesteads has led to large quantities of idle rural homesteads in China.There-fore,the central government has proposed a policy of"separation of three rights"for homesteads,aiming to establish a mecha-nism for homestead transfer.From the perspective of farmers entering the city,this study analyzes the willingness of them to exit from their homestead,pointing out that farmers entering the city have stronger willingness to exit from their homestead than rural permanent residents,but tend to gradually exit from the homestead in stages.In the first stage,they exit their homestead use rights through leasing or investment,and in the second stage,they exit their farmers'qualification rights.Finally,it maintains that reserving a portion of homestead is an important measure to incentivize farmers entering the city to exit from homestead and ensure rural social stability.
