The evolution of Japan's diplomacy towards Southeast Asia during the post-Cold War era has undergone sig-nificant phased adjustments in policy domains and pathways.Throughout this transformation,Japan has placed a strong em-phasis on the political dimension of its engagement with Southeast Asia.It has fostered comprehensive bilateral relations with ASEAN nations,while advancing the institutionalization of economic cooperation based on the deepening roots of economic diplomacy.Additionally,Japan has been actively promoting maritime security cooperation with certain selected ASEAN countries,striving to establish institutional mechanisms,and aspiring to play a leading role in shaping the regional order.The underlying policy rationale behind Japan's diplomacy towards Southeast Asia can be primarily observed in three aspects:transformation of national strategy,regional framework construction,and interactions with major powers.Firstly,Japan's national strategy objectives and their implementation pathways consistently set the normative framework for its diplo-macy towards Southeast Asia.Secondly,Japan's engagement with Southeast Asia operates as an integral part of the broader regional framework construction,at the same time is subject to its norms and constraints.Lastly,Japan must have continu-ally and seriously considered the presence of major powers,specifically the United States and China,with the U.S.influ-ence serving as the primary determining factor affecting Japan's diplomatic orientation.The post-Cold War development of Japan's diplomacy towards Southeast Asia has not only deepened bilateral relations between Japan and ASEAN countries but has also provided a supportive pathway for Japan's own national strategic evolution.However,at the regional level,it has led to the expanding of the East Asian cooperation framework,the weakening of ASEAN's centrality,and the increasing in-stability of the regional security situation.
