Strategic Concept and Implementation Path of Digital Geopolitics in ASEAN
The advent of global digital geopolitics,catalyzed by the intensifying digital competition between China and the United States,has heralded a transformative epoch.Within this context,the Association of Southeast Asian Nations(ASEAN)emerges as a critical entity in the geopolitical landscape of Asia.The quintessence of ASEAN's digital geopoliti-cal strategy is the extension of its intrinsic"centrality"into the digital sphere,thereby leveraging its comparative geopoliti-cal advantage in the digital arena.The execution of this strategy is intricately influenced by the digital milieu.The monopoli-zation of digital technologies by major powers has precipitated an unprecedented level of external dependence for ASEAN in the digital sphere.To effectively navigate the challenges to its digital centrality,ASEAN must transcend beyond the estab-lishment of external digital cooperation networks.It is imperative for ASEAN to intensify its focus on the digital infrastruc-ture ecosystem,prioritizing salient elements such as cloud computing platforms,computational nexus,algorithmic frame-works,and 5G communication networks,in conjunction with the pivotal infrastructure of submarine fiber optic cables.Through strategic collaboration,the imposition of regulatory constraints,and the institution of checks and balances,ASEAN can mitigate its disadvantages at these critical digital nodes.Such strategic initiatives are indispensable for the enhancement of ASEAN's digital stature and the realization of ASEAN's digital centrality.
