U.S.-ASEAN Digital Economy Cooperation:Conflicting and Rebalancing"Security and Development"
In recent years,the U.S.and ASEAN have been vigorously pursuing digital economy cooperation to meet their respective developmental and strategic needs.Based on the theory of"Security-Development Nexus",this analysis of the security-development interaction of U.S.-ASEAN digital economy cooperation shows that the U.S.tries to protect its digital hegemony and inhibit the rise of China through the digital economy cooperation with ASEAN.However,this is not i-dentical with ASEAN's demand to achieve a balance between development and security.Therefore,in the name of"human security",the U.S.has turned to non-sensitive areas such as digital infrastructure to promote digital economy cooperation with ASEAN by constructing frameworks and strengthening mechanisms to achieve a rebalance between security and devel-opment and to satisfy ASEAN's demands.However,due to the constraints of the digital economy developmental gap within ASEAN,the unstable U.S.commitment to cooperation,ASEAN's expectation to maintain strategic autonomy,and the diver-gent digital economy policies between the two sides,cooperation between the two sides has hardly gained on data security issues such as digital rule-making and cross-border data flow.In this regard,China can strengthen its digital economy co-operation with ASEAN by further refining cooperation rules,strengthening smart city construction and digital talent training.
