A Study on the Characteristics and Operational Mechanisms of Terrorist Network Launching in Southeast Asia
At present,terrorist forces in Southeast Asia have shown new features that are supra-ethnic,supra-nation-al and supra-geographical,and new trends in cross-border crime,armed drug trafficking,human smuggling,and cyber-propaganda and planning have also emerged.The use of the Internet and the social media by international terrorist organiza-tions to launch network actions in Southeast Asia has become a new trend in the development of terrorism,and Southeast A-sia has become the main battlefield for terrorist organizations to launch network actions.This paper proposes the concept of terrorist network on the basis of the research of domestic and foreign scholars on how terrorist organizations use the Internet to carry out terrorist activities,pointing out that terrorist network initiation refers to the use of network technology by terror-ists to carry out propaganda,recruitment,organization and training,and to instigate acts of terrorist attacks,etc.;it has gone through the network destruction in the era of Web 1.0,the use of social media in the era of Web 2.0 and the new trend of planning in the era of Web 3.0.Web3.0 era of the application of new technologies,etc.;it has the characteristics of imi-tating the mode of international terrorist organizations,directly entering the cell phone terminal,and having a high degree of camouflage.Through in-depth analysis of the environment,participating subjects,driving forces and mechanisms of terrorist network launch in Southeast Asia,the article proposes that the environment of terrorist network launch includes re-ality and cyberspace,the participating subjects include terrorist organizations and individuals,the driving forces are divided into active and passive factors,and the processing framework of terrorist network launch is constructed.Finally,the article puts forward the key directions of the research on terrorist cyber mobilization in Southeast Asia:deconstructing typical cases and searching for patterns,developing key anti-terrorism technologies for accessing and processing,constructing a dynamic monitoring and early warning system,and establishing a data application platform.
