Adaptation to Uncertainty:The Evolution of Hedging in the Philippines
Since 2010,the hedging of the Philippines has experienced four stages:brief adjustment,collapse,resha-ping and readjustment.What explains the evolving dynamics of hedging in the Philippines?As the United States intensifies its competition with China,the diachronic changes in the hedging practices of third-party countries have become an in-creasingly important research topic.Theoretically,the evolution of hedging can be divided into maintenance,adjustment and collapse.Dealing with uncertainty is the basic logic of hedging,which has obvious function under uncertain conditions.Under the trilateral relationship between China,the United States and the Philippines,the Philippine leader needs to constantly evaluate two types of specific uncertainties,namely external threats and security commitments.The eval-uation of these two types of uncertainties affects the functional effectiveness of the hedging,and thus triggers the evolution of its implementation.The brief adjustment and collapse of the hedging of the Aquino Ⅲ administration,the reshaping and maintenance of the hedging of the Duterte administration,and the adjustment of the hedging once again to the side selection in the later period of Duterte's administration,especially after the administration of Marcos Jr.,are the results of leaders constantly evaluating and adapting to uncertainties in order to maximize benefits.This study is helpful to further understand the relationship between uncertainty and hedging implementation,and has practical significance for analyzing the dynamic change of hedging.
