A Study of Artificial Intelligence Governance in ASEAN
In recent years,ASEAN has accelerated its regional AI governance efforts,enhancing its representation and voice in global AI governance and addressing the regional AI divide.Adopting a people-centered approach,ASEAN is es-tablishing a networked AI governance mechanism through a multi-layered governance model.ASEAN AI governance com-bines an international perspective with localized needs,emphasizing inclusivity and flexibility through such mechanisms as international soft law.However,constraints arise from the macro-level and ambiguous nature of current AI governance norms,as well as the lack of consideration for military AI risks and significant AI capability disparities among ASEAN members.To address these challenges,ASEAN could leverage successful experiences from other entities,fostering the col-laborative development of soft and hard law in AI governance,strengthening international cooperation,and promoting a more equitable and rational AI governance system.
