摘要
俄乌冲突以来,印度积极重塑其"全球南方"战略.印度此举既有挤压中国在"全球南方"影响力的地缘政治考虑,也受"建立一个印度处于核心位置的多极秩序"的宏大愿景驱使,还有利用"全球南方"外交为大选造势以争取选民更多支持的国内权斗考量.此外,"全球南方"加速崛起所形成的强大吸引力,也推动着这一重塑进程.但在战略实施过程中,印度拉拢"全球南方"阵营制衡中国的地缘政治企图与增进"全球南方"利益的政治目标之间存在冲突,且其正面临贸易与粮食安全因素的束缚,未来也将受"美西方重要战略伙伴"与"'全球南方'代言人"双重矛盾身份的困扰,再加上"全球南方"国家尚无法打消对印度领导地位的疑虑,这些因素预示着印度全球南方战略的发展前景不容乐观,且将更具挑战性和不确定性.
Abstract
Since the conflict between Russia and Ukraine,India has actively reshaped its Global South strategy.India's moves are driven by a geopolitical consideration to squeeze China's influence in the Global South,a grand vision of"building a multipolar order with India in the core position"and a domestic power struggle consideration of using"Global South"diplomacy to campaign for the general election in order to win supports from voters;In addition,the powerful pull of the accelerating rise of the Global South is also driving this reshaping process.However,in the process of strategy implementation,there is a conflict between India's geopolitical ambition to lump together the Global South camp to balance China and its political goal to promote the interests of the Global South;India is facing the the constraints of trade and food security factors;India is going to suffer from the dual contradictory identity of"an important strategic partner of Western world"and"the voice of Global South";the Global South countries have not yet eliminated their doubts about India's leadership,which all indicate that the development prospect of India's"Global South Strategy"is not optimistic and will be more challenging and uncertain.
