地缘竞争抑或务实合作?——印日"印太发展合作"策略的进展、实质与前景

摘要
"印太发展合作"策略是印日继"亚非增长走廊"倡议后联合面向印太及非洲地区采取的新兴策略.在该策略下,印日不断扩展合作的内容和地域,深入规划及推进与第三方国家的具体合作项目,形成集基建、市场与能力三位一体,以印度近邻为中心向周边及太平洋地区扩展的态势.印日"印太发展合作"策略是两国地缘战略对接下从自主合作转向"追随性"自主合作的产物,其实质是借发展合作之名,采用三方合作模式,携手开展地缘竞争的新战略工具.在该策略下,印日虽然面临合作优先项分歧、效率低下、引发第三国担忧等挑战,但基于两国加强在美日印澳"四方机制"(QUAD)合作的背景下,未来有可能携手美、澳向"多边发展合作"扩展.
Abstract
The development cooperation in the Indo-Pacific(including Africa)is a newly-adopted strategy by India and Japan after the Asia-Africa Growth Corridor.Within the strategy,India and Japan have been expanding the contents and regions,gradually planning and promoting specific cooperation projects in third-party countries,forming a three-in-one structure of infrastructure,market and capacity-building,and a state of expanding the regions from India's immediate neighboring countries to the surrounding areas and the Pacific.The India-Japan Development Cooperation in the Indo-Pacific is the product of India-Japan's geopolitical strategy docking,shifting from"independent"to"follower"independent cooperation.In essence,it is a new strategic tool for geopolitical competition in the name of development cooperation and the adoption of a triangular cooperation model.Under this strategy,although India and Japan are facing challenges such as divergent cooperation priorities,inefficiency,and concerns from third countries,they may join hands with the U.S.and Australia to expand to multilateral development cooperation in the future,based on the background of the two countries'strengthened cooperation in the Quadrilateral Security Dialogue.
