摘要
印度和巴基斯坦自独立建国以来发生过数次全面战争和多次严重冲突危机,印巴和平建设始终是国际社会普遍关注的重大问题.70余年来,印巴和平既出现一些进展,也存在诸多严峻挑战.近年来"一带一路"倡议在南亚的实施使印巴和平问题与中国的外交和安全利益在理论上具有显著的正相关性,然而由于多种原因,现阶段二者之间的相互促进作用并未正常发挥,有时甚至成为印巴双方相互掣肘的理由.本文尝试探索推动实现"一带一路"倡议与印巴和平问题二者之间正相关性的可能性和必要性.
Abstract
Since the partition of India and Pakistan,there have broken our several full-scale wars and serious conflicts and crises.Peace-building between India and Pakistan has always been a major issue of common concern.Over the past 70 years,there has been some progress,but there are also many serious challenges.In recent years,the implementation of the Belt and Road Initiative in South Asia has significantly made the peace-building between India and Pakistan positively correlated with China's diplomatic and security interests in theory,that is the higher level of the implementation of the Belt and Road initiative in South Asia,the higher quality of the India-Pakistan peace-building,and vice versa.However,due to a variety of reasons,the mutual promotion between the two sides has not played a normal role,and sometimes even become the reason for India and Pakistan to hinder each other.This paper attempts to explore the possibility and necessity of promoting the positive relevancy between the Belt and Road Initiative and the promotion of India-Pakistan peace.
