The EU Digital Governance Reforms with a Vision for Digital Sovereignty:The Perspective of Modified Historical Institutionalism
The EU digital governance framework is undergoing significant changes.To address a range of challenges and enhance its influences in the digital era,the EU has introduced a number of digital regulatory rules,with variations in the paths it has taken in different policy areas.The existing studies have analyzed the EU's digital governance reforms from the perspectives of both macro-strategy and specific policy areas,which,however,failed to explain the varia-tions in the paths that the EU takes in its digital governance reforms.From the perspectives of historical institutionalism and differentiated European integration,this article argues that EU digital governance is shaped by the capacity of its supranational institutions as well as the co-hesiveness of its member states in the related policy areas,a combination of which has led to four types of reform paths:stagnation,displacement,conversion and deviation.The EU's governance transformation in the fields of digital services tax,data protection,monopolization of digital platforms and the liability of online service providers correspond to the above four paths respectively.
