Regional Differences in European Agrarian Populism and Political Capture of the Radical Right—A Perspective of the Changing FarmingStructure
Contemporary European farmers'mobilization has a tendency of agrarian populism,advoca-ting the protection of small farmers'livelihoods and opposing the suppression from political elites, capital and large agribusinesses at both the EU and national levels. However,in the process of mobilization,it is easily captured by the radical right populist forces. The combi-nation of agrarian populism and right-wing populism is taking place in the context of the crisis of neoliberalism, which is different from the traditional pattern. In Western Europe, where medium-sized family farms compete fiercely with large agribusinesses, the combina-tion of agrarian populist mobilization and right-wing populism mainly affects the"emergent capitalist farmers"from family farms, and the nature of the right-wing populist strategy is principally economic. In Central and Eastern Europe, where medium-sized family farms are extremely weak, the capture strategy of right-wing populism is characterized by both"eco-nomic discontent"and"cultural backlash".Such hypothesis have been tested by the cases of Germany and Poland.Neoliberal institutional hegemony is still in a dominant position and the future of European farmers is in jeopardy.
