The Adjustment of the EU's"Global South"Policy:An Analysis from the Per-spective of Interregionalism
Amid accelerating global transformations,the European Union(EU)has increasingly fo-cused on the"Global South",viewing it as an indispensable factor in its effort to construct a"rules-based"multipolar world.The EU has continuously adjusted its foreign policy,strategically deepening its relationships with the Global South in order to consolidate its role as a global actor.As a distinct mode of EU external relations and a crucial tool for imple-menting its global strategy,interregionalism provides a theoretical lens for analyzing the shifts in the EU's Global South policy.By recalibrating its positioning,highlighting eco-nomic cooperation,strengthening security collaboration and enhancing ally coordination,the EU has accelerated its engagement with the Global South.The drivers behind these ad-justments include balancing the influence of major powers,advancing economic"de-ris-king",and responding to the growing self-awareness of the Global South in the contexts of the Ukraine crisis and the Israel-Palestine conflict.These adjustments reflect the three core functions of interregionalism:balancing,institutional coordination and identity construc-tion.Although the EU has demonstrated strong intentions of policy adjustment and increas-ingly sophisticated strategies,challenges and obstacles persist in fully implementing its pol-icies.In the future,the EU is expected to further refine and adjust its Global South policies to better align with its geopolitical and economic interests.
