面向应急决策的图书馆信息服务框架研究

摘要
[目的/意义]应急决策是处理突发事件的重要一环,应急决策的正确性,离不开信息服务的支持.信息服务是应急决策的重要基础,图书馆在信息资源、服务上的专业优势可以为应急决策提供有力的支持,也促进图书馆自身的发展.[方法/过程]文章从决策过程与信息服务之间的关系入手,综合考虑应急决策的特殊性、图书馆信息服务的优势,设计了针对应急事件决策提供服务的通用框架.[结果/结论]服务框架分为有机的四个阶段,从信息服务角度开展了对应急决策的支持,为政府应急决策提供帮助.[创新/局限]本文从图书馆服务优势与应急决策的特点视角,设计了面向应急决策的图书馆信息服务框架,该研究对同类工作有指导意义.
Abstract
[Purpose/significance]Emergency decision-making is a crucial part of handling unexpected events,and its correctness is inseparable from the support of information services.Information services are an important foundation for emergency decision-making,and the professional advantages of libraries in information resources and services can provide strong support for emergency decision-making and also promote the development of libraries themselves.[Method/process]From the relationship between decision process and information service,this paper designs a general framework for providing service for emergency decision by comprehensively con-sidering the particularity of emergency decision and the advantages of library information service.[Result/conclusion]The service framework is divided into four stages.It supports emergency decision from the perspective of information service,and provides help for government emergency decision.[Innovation/limitation]This paper designs a library information service framework for emergency decision-making from the perspective of the advantages of library services and the characteristics of emergency decision-making.This research has guiding significance for similar work.
