摘要
[目的/意义]分析我国科学数据管理政策演进态势,探讨政策在不同阶段的内容特征,识别政策实施重点和演化方向.[方法/过程]以我国科学数据管理政策为研究对象,在对政策文本内容进行量化处理的基础上,利用社会网络分析法构建政策目标-政策工具网络,分析政策在不同时期的内容特征变化.[结果/结论]我国科学数据管理政策演化趋势总体向好,但与此同时仍存在的一定的问题.未来还应进一步加强政策目标-工具间的协同性,注重政策目标的连续性与创新性,加强科学数据管理政策工具的均衡性.[创新/局限]基于政策文本内容量化分析方法和社会网络分析法对科学数据管理政策演化特征和方向进行分析,后续将进一步扩大政策研究范围,并注重加强对政策实施效果的评估.
Abstract
[Purpose/significance]Analyzing the evolutionary trends of China's scientific data management policies and exploring the content characteristics of policies at different stages to identify policy implementation priorities and evolutionary directions.[Method/process]Taking scientific data management policy issued in China as the research object,this study uses the social network analysis method to construct policy objective-tool networks based on policy content quantification,and analyzes how the policy content has changed over time.[Result/conclusion]In general,our scientific data management policy is moving in a positive direction,but at the same time there are still some problems.In the future,policies should strengthen the synergy between policy objective-tools,focus on stability and development of policy objectives,and enhance the balance in the use of scientific data management policy tools.[Innova-tion/limitation]This paper analyses the evolutionary characteristics and directions of scientific data management policies based on methods of policy content quantification and social network analysis.Subsequent research will further expand the scope of the policy and focus more on strengthening the evaluation of its implementation effects.
