基于政策文本分析的我国科技人才评价导向研究

[目的/意义]人才是科技创新的第一资源。在当前信息环境下,对科技人才评价导向进行研究,将有助于引导科技人才健康发展,为管理部门优化科技人才评价工作提供参考建议和决策支持。[方法/过程]运用扎根理论的研究方法,借助质性分析软件NVivo,对从我国各级政府官网上获取到的2017-2021这五年来的共计203份科技人才相关政策文件进行处理分析。[结果/结论]研究结果揭示了我国官方层面在科技人才评价上存在的个人能力、生平经历、经济贡献和时空限制四个方面的评价导向,进一步凝练了突出分类评价、需求导向、年轻化导向、地域导向和全面发展导向的五大特点。[创新/局限]本文创新地运用了扎根理论的方法获取政策文本中的科技人才评价导向,丰富了相关理论。未来可能针对其他数据来源进行比较研究。
Evaluation Orientation of S&T Talents in China Based on Policy Text Analysis
[Purpose/significance]Talents are the most important resource for scientific and technological innovation.Under the cur-rent information environment,the research on the evaluation orientation of S&T talents will help guide the development of S&T talents,and provide reference suggestions and decision support for the management departments to optimize the evaluation of S&T talents.[Method/process]Using the research methods of grounded theory and the qualitative analysis software NVivo,a total of 203 policy documents related to S&T talents obtained from the official websites of Chinese governments at all levels in the past five years from 2017 to 2021 were analyzed.[Result/conclusion]The research results reveal the evaluation orientation of China's scientific and tech-nological talents in four aspects at the official level:personal ability,life experience,economic contribution and time and space con-straints,and further refine the five characteristics of highlighting classified evaluation,demand orientation,youth orientation,regional orientation and comprehensive development orientation.[Innovation/limitation]This paper innovatively uses the method of grounded theory to obtain the evaluation orientation of S&T talents in policy documents,which enriches relevant theories.A comparative study may be conducted from other data sources in the future.
