Data as Water:Analyzing Government Data Governance with Water Governance Thinking
[Purpose/significance]In today's era of big data,data has increasingly become an important information asset,and govern-ment data governance has also been integrated into the national governance system and plays a key role.[Method/process]From the perspectives of"governance of data"and"governance according to data",it is of great theoretical and practical value to think about the value connotation and construction path of government data governance.First,the basic characteristics of government data and gover-nance are explained in combination with the characteristics of water,and then the specific measures of"governance of numbers"and"governance of numbers"are analyzed using the thinking of water governance.[Result/conclusion]According to the water control ideas of"governance","blocking"and"sparse",improve the efficiency of data governance through government data quality control,govern-ment data warehouse construction,and digital sharing platform construction.With the help of the concept of"goodness is like water",the improvement of the level of digital governance is achieved through"wisdom","empowerment"and"empowerment".[Innovation/limitation]We introduce ancient and modem thinking on water governance into government data governance activities,and propose countermeasures to improve government data governance capabilities.
