摘要
[目的/意义]基于大数据视角,对事故灾难应急物流信息资源整合内在机理与实践路径展开研究,为提升整合效率、增强整合能力提供客观的理论依据.[方法/过程]依托30个案例,采用德尔菲法,凝练信息资源整合影响因素,探寻其作用方式和效果,采用模块化设计法,从数量和结构方面综合考量影响因素的作用关系并建立模型.[结果/结论]提出重点推动管理信息资源整合,探索大数据平台运行新模式;大力推动技术信息资源整合,强化大数据自主创新能力;加快推动政策信息资源整合,把握政务大数据体系建设目标定位;合理推动经济信息资源整合,拓展大数据应用新空间;持续推动人才信息资源整合,增强大数据战略思维的实践路径建议.[创新/局限]内在机理探析有助于拓展事故灾难应急物流信息资源整合的理论研究范畴,弥补过往研究中的理论不足,所提出的整合实践路径具有客观性和普适性,但未来仍需通过吸纳更多新案例和更新专家库成员组成的方式不断对其完善.
Abstract
[Purpose/significance]Based on the perspective of big data,the study explored the internal mechanism and practical paths of the integration of emergency logistics information resources for accident-type disasters,provided objective theoretical basis for im-proving integration efficiency and enhancing integration ability.[Method/process]Based on 30 cases,the study used the Delphi method to condense the influencing factors of the emergency logistics information resources integration of accident-type disasters,explored their modes and effects,adopted the modular design method to consider the relationship among the influencing factors in terms of quantity and structure,then established the model.[Result/conclusion]The study proposed practical paths which include promoting the integration of management information resources and exploring new modes of big data platform operation,vigorously promoting the integration of technical information resources and strengthening the ability of big data independent innovation,accelerating the integra-tion of policy information resources and grasping the target positioning of government big data system construction,rationally promot-ing the integration of economic information resources and expanding new space for the application of big data,continuously promoting the integration of talent information resources and enhancing the strategic thinking of big data.[Innovation/limitation]The analysis of the internal mechanism can expand the theoretical research scope of emergency logistics information resources integration of accident-type disasters,solve the current situation of insufficient theoretical basis in previous studies.The proposed integration practical paths have objectivity and universal applicability.However,they still need to be improved by absorbing more new cases and updating the composition of the expert database in the future.
