The Development and Utilization Patterns of Public Data Resources——A Crisp-Sets Qualitative Comparative Analysis Based on Policy Texts
[Purpose/significance]To explore the development and utilization patterns of public data resources by local governments in China,forming replicable experiences to provide references for promoting the development and utilization of public data resources in China.[Methods/process]This study used grounded theory to extract the relevant measures and key directions of 8 pilot provinces and cities for the development and utilization of public data resources,and used the csQCA method to explore the relevant measures and combinations that can effectively promote the development and utilization of public data resources from the relevant policies of 27 provinces on the development and utilization of public data resources.Combined with specific practices,this study explored the devel-opment and utilization patterns of public data resources.[Result/conclusions]The development and utilization of public data re-sources present three patterns:demand-oriented scene-based pattern,supply-oriented authorized operation pattern,and supply-demand collaborative full-coverage pattern,each with distinct characteristics.[Innovation/limitations]By exploring the development and utilization patterns of public data resources in China and proposing key construction points,this study provides references for prac-tical implementation in various provinces and cities.
