The Evolution of Chinese Government's Attention on Healthcare:A Content Analysis to-ward the Report on the Work of the Government since the Reform and Opening up
[Purpose/significance]Healthcare is one of the most fundamental needs of the whole people and an integral part of the socio-economic development of a country.Due to the fact that there are numerous tasks and unexpected emergency events such as COVID-19,the overall attention that the government can possess at a time is always limited,thus making how the government allo-cates such limited attention become popularly discussed.[Method/process]Based on the reports on the work of the government pub-lished during 1978 to 2023,this paper localized a healthcare policy agenda codebook that fits well into China's condition through the grounded theory,and analyzed the evolution of Chinese government's attention on healthcare using content analysis according to such codebook.[Result/conclusion]It was found that the intensity of Chinese government's attention on healthcare went through four devel-oping phases-violently shaking,fluctuating,prioritizing,and climbing.The allocation of the attention regarding various healthcare policies was quite uneven.The stability of Chinese government's attention on healthcare was found to be relatively high while the di-versity also kept increasing.In addition,this research identified that the outbreak of public health emergencies could significantly raise the intensity as well as the focus of the government's attention on healthcare.[Innovation/limitation]This study innovatively ex-panded the theoretical foundation,factual basis and methodological scope of current researches on healthcare policy analysis,and pro-posed several suggestions for further development of Chinese healthcare policy system.
