摘要
[目的/意义]当今世界正在经历百年未有之大变局,社会面临着内外部复杂多变的环境,迫切需要加快韧性社会智能情报支持体系的建设步伐,快速感知评估、监测预警和有效应对各种社会风险,提升社会生存、适应和发展能力.[方法/过程]以社会风险与危机管理为导向,对相关文献总结分析,梳理情报支持与决策研究现状.[结果/结论]对韧性社会的内涵和主要特征进行分析,提出在不确定性环境下韧性社会风险综合治理的智能情报支持体系架构,并详细刻画了韧性社会系统中智能情报支持的流程框架,探讨了韧性社会智能情报支持的主要研究领域.[创新/局限]本研究的创新之处在于提出了一种韧性社会下的智能情报支持体系.该体系的各种具体方法模型的构建及其用于应用层面指导我国韧性社会与韧性城市建设实践的效果尚需进一步深入研究.
Abstract
[Purpose/significance]The resilient society in the new era is facing with a complex and volatile internal and external envi-ronment.The intelligent information support and decision-making system can quickly perceive,assess,monitor and warn of crises,and adopt efficient crisis response strategies in a timely manner,which can effectively improve the survival,adaptation and develop-ment ability of the society.[Method/process]This study,guided by social risk and crisis management,summarizes and analyzes rel-evant literature,and sorts out the research status of intelligence support and decision-making.[Result/conclusion]We analyze the connotation and main characteristics of a resilient society,propose an intelligent information system framework for comprehensive risk management in a resilient society under complex environment,describe the process framework of an intelligent information system in a resilient society in detail,and discuss the frontier research fields of intelligence analysis and decision-making in resilient society.[In-novation/limitation]The novelty of this study is that an intelligent information support and decision-making system for a resilient soci-ety is proposed.The construction of various theoretical methods of the system,as well as their effect on guiding the practice of the con-struction of resilient society and resilient cities,still need further in-depth research.
