Analysis and Evaluation of Scientific and Technological Talent Policies from the Perspective of Policy Text Measurement:Based on A Two-Dimensional Framework of Tool-Effectiveness
[Purpose/significance]The analysis and evaluation of scientific and technological talent policies based on the perspective of policy text measurement is of great significance for optimizing policy design,releasing institutional dividends,implementing the stra-tegic goal of strengthening the country through talent,and achieving high-level technological self-reliance and self-improvement.[Method/process]Based on the two-dimensional framework of tool-effectiveness,through content analysis and PMC index model,a comparative analysis and evaluation of scientific and technological talent policies in Jiangsu,Zhejiang and Guangdong since the 13th Five-Year Plan is conducted.[Result/conclusion]In terms of policy tools,three provinces have obvious selection preferences,and there are structural tensions in the use of policy tools.There is also a hot and cold phenomenon in the distribution of sub-tools on the development of scientific and technological talents.In terms of policy effectiveness,the average PMC index of the nine scientific and technological talent policies is 7.69.The overall effectiveness of the policies is good,but there is also some room for improvement.There are considerable dents in the design of first-level variables such as policy timeliness,policy incentives,and policy objectives,as well as some second-level variables.Finally,suggestions for improvement and optimization are put forward to address the shortcom-ings in tools and effectiveness.[Innovation/limitation]Through the analysis and evaluation of scientific and technological talent poli-cies in the three provinces,we provide countermeasures for the continuous improvement of scientific and technological talent policies,and provide methodological insights for policy theory research.
