On the Construction and Empirical Study of the Evaluation Index System of User Engage-ment on Open Government Data Platform
[Purpose/significance]In order to promote the construction of open government data platform,improve user engagement level,and promote the value realization of open government data,this paper evaluates the current situation of user engagement on open government data platform.[Method/process]Based on different dimensions and contexts of user engagement,combined with Delphi and AHP methods,the evaluation index system and index weight of user engagement on open government data platform is constructed,and 14 representative provincial platforms and 19 urban platforms in China are selected for empirical study.[Result/conclusion]The study has found that the overall level of user engagement on Chinese open government data platform is not high,and the regional differ-ence of user engagement is large.Moreover,the level of engagement is closely related to regional economic development,and the func-tion of platform will also affect the level and quality of user engagement.Based on this,optimization suggestions are proposed from strengthening platform construction standards,improving user engagement literacy,improving platform functions,enhancing user stickiness,strengthening platform maintenance,and improving data quality.[Innovation/limitation]This study constructs an evalua-tion index system of user engagement on open government data platform from the perspective of measuring user engagement level,and then conducts an empirical evaluation of the actual level of user engagement.However,the evaluation index system still needs to be further improved in practice.
