摘要
[目的/意义]情报是支撑不确定性环境中韧性社会应对外部风险冲击的重要决策依据,情报赋能更是推动韧性社会建设的重要驱动力,具有深远的战略价值.[方法/过程]文章基于对韧性社会基本概念的解释,结合时代发展背景阐述了不确定环境下情报赋能韧性社会建设的必要性,并从情报工作流程视角厘清了情报赋能韧性社会的作用机理,最后以欧盟灾害治理的系列项目为例,概述并分析了相关案例的实践特色,以期为我国韧性社会建设提供借鉴.[结果/结论]在情报赋能韧性社会建设中,坚持以人为本与公众参与的同时,应强化各利益相关者的互动与交流;须以提高情报赋能流程效率为目标,构建基于"情境"的知识协同系统;同时,建设国家或地区韧性联盟将成为构建韧性社会一项至关重要的任务.[创新/局限]系统梳理了不确定环境下情报赋能韧性社会的必要性、机理和相关实践,提出我国韧性社会建设方向.
Abstract
[Purpose/significance]Information is an important decision-making basis to support resilient society cope with external risk shocks in uncertain environment,Intelligence empowerment is an important driving force for promoting the construction of a resil-ient society,with profound strategic value.[Method/process]Based on the elaboration of the basic concept of resilient society and the development background of the current era,this paper expounds the necessity of building an information-enabled resilient society in an uncertain environment,and clarifies the mechanism of an information-empowering resilient society from the perspective of informa-tion work flow.Finally,taking a series of disaster management projects in the European Union as examples,it summarizes and ana-lyzes the practical characteristics of relevant cases to provide reference for the construction of China's resilient society.[Result/con-clusion]In the construction of an information-empowering resilient society,we should strengthen the interaction and communication among all stakeholders while adhere to the people-oriented and public participation.To improve the efficiency of information empow-erment process,a knowledge collaboration system based on"context"should be constructed.At the same time,building national or re-gional resilience alliances will become a crucial task to build a resilient society.[Innovation/limitation]The study systematically combs through the necessity,mechanisms,and relevant practices of intelligence empowerment in resilient societies under uncertain environments,and proposes directions for the construction of resilient society in China.
